Barr doesn’t deny that the committee has the power to compel inquiry, of course – he’s just noting that Grassley can’t exercise that power w/o the democrats’ sign off. And, since Grassley’s credibility and intelligence on the issue of abuses of non-profit statutes are about as sterling you can get in government, it’s a given that the democrats will go along with whatever he suggests.
As for the issue of whether Congress wastes as much of the taxpayers’ money as churches: they probably do. That’s a separate issue, though, and Barr’s letter would be better directed to Waxman’s Government Reform Committee.
